Information note for all importers and exporters
The Chamber of Commerce and Industry of Sfax informs all importers and exporters of the region that, according to the official Tunisian customs bulletin n° 051 of 2022 of September 09, 2022, the export of waste and scrap of non-ferrous metals has is the subject of procedures which have been seized according to the administrative notes issued for this purpose, in particular under the text Diffusion Générale n ° 44 of the year 2013 referred to in the reference above, the most important of which are:- The effective control of the quantities to be exported before obtaining the export authorization by each of the customs services of the annexation office and the services of the technical center of the mechanical and electrical industries, - Putting the Karshim status and the GPS tracking device /GPRS, - obtaining an export license from the services of the Ministry responsible for trade - Exporting the goods after payment of the tax due according to their weight. In the context of protection against the dangers associated with radioactive materials, whether at import (protecting the country against the entry of radioactive materials) or at export (Tunisian exporters are exposed to significant financial sins when shipments are found to contain radiation from source countries), according to correspondence from the National Radiation Protection Center and correspondence from the General Administration of Foreign Trade to the Ministry of Trade and Export Development referred to in the reference above. above, it has been decided from the publication of this memorandum, the import and export of waste and scrap of non-ferrous metals are subject to radiological control, regardless of the customs regime, according to the following procedures:
1- Procedures during import :
At the level of the "SINDA" regulations, the tariff headings of non-ferrous metal waste and scrap appearing in the correspondence of the General Administration for Foreign Trade have been subject to radiological control on import (document code in the document of Sinda 711).
Consequently, the customs services of the import office can only release the goods subject to the aforementioned control after presentation by the supplier of a certificate (according to the attached form) attesting that the goods to be imported are exempt from radiation. , issued by the National Center for Radiation Protection on the basis either of the results of the inspection it carries out at the port of entry, or on the basis of a certificate of absence of radiation issued by the competent authorities of the export country.
2- Procédures when exporting :
At the level of the "SINDA" system, the tariff headings for non-ferrous metal waste and scrap, which appear in the correspondence of the General Administration for Foreign Trade, were subject to a radiological control on export (the document code in document rule 711). Consequently, the customs services of the office of annexation must follow the same procedures in force when exporting waste and scrap of non-ferrous metals, to which are added the following procedures: - Compulsory control on the ground by the interests of the Center National Radiation Protection during the loading of goods, in connection with the control carried out by the customs services and the interests of the Technical Center for Mechanical and Electrical Industries
Consequently, the exporter must first contact each of the interests of the Center Technique des Industries Mécaniques et Electriques, as well as the interests of the National Center for Radiation Protection, to determine the date of the control, then inform the customs services of the office of annexation. in writing of that date at least three days before the date of the inspection.
-Presentation of a certificate stating that the goods to be exported are exempt from radiation from the National Center for Radiation Protection, according to the attached form,
- Complete the rest of the export procedures in accordance with the regulations and procedures in force.
- All the customs services concerned are invited to respect the content of this note and to inform the General Administration of Customs (Bureau of Legislation and Studies) of any difficulty in application.
